Construction site security is not optional in the UK. Health and safety legislation, insurance requirements, and practical theft prevention all demand effective perimeter fencing. But with multiple fencing types available, which system is the right choice for your site? This guide covers the main options, their strengths and limitations, and how to make the right decision for your project.

Legal Requirements for Construction Site Fencing

Under the Construction (Design and Management) Regulations 2015 (CDM 2015), principal contractors have a duty to prevent unauthorised access to construction sites. The Health and Safety Executive (HSE) does not prescribe a specific fencing type, but it must be adequate to prevent access by members of the public, particularly children.

In practice, this means your site fencing must be:

  • At least 1.8m high (2.0m or higher for sensitive locations)
  • Free from gaps or easily removable sections
  • Stable enough to resist wind loading and accidental impact
  • Fitted with lockable access points

Failure to secure a construction site adequately can result in HSE enforcement action, insurance invalidation, and personal liability for injuries to trespassers.

Temporary Fencing Options

Temporary fencing is the default choice during the active construction phase. The most common types used on UK sites are:

Round-Top Temporary Fencing Panels

The industry standard. Welded mesh panels (typically 3.5m x 2.0m) fitted into concrete or rubber feet, connected with anti-lift clamps. Advantages include fast installation, easy repositioning, and wide availability from hire companies. Limitations include lower security compared to permanent fencing and susceptibility to being pushed over in high winds without adequate stabilisation.

Anti-Climb Temporary Panels

A step up from standard temporary panels. These feature smaller mesh apertures (typically 76mm x 76mm or tighter) that make climbing significantly harder. Recommended for sites in urban areas or locations where trespassing risk is elevated.

Hoarding

Solid steel or timber hoarding provides both security and visual screening. Required by many local authorities for sites adjacent to public highways. More expensive than mesh fencing but offers better wind protection and prevents surveillance of site contents (reducing targeted theft).

Permanent Fencing Solutions

Many construction projects require permanent perimeter fencing to be installed during or immediately after the build phase. This is where industrial fencing systems come in.

Welded Mesh Panel Fencing (3D Panels)

The most popular choice for permanent construction site perimeters. 3D welded mesh panels offer excellent strength-to-weight ratio, clean appearance, and long service life. Available in galvanised or PVC coated finishes. Heights from 1.2m to 2.4m suit most applications. The V-bend profile adds rigidity without requiring heavier wire gauges.

358 Security Mesh

For high-value or high-risk sites, 358 anti-climb security mesh provides the highest level of perimeter protection. The tight mesh pattern (76.2mm x 12.7mm) prevents climbing and resists cutting with standard tools. Used for data centres, utilities, and critical infrastructure sites that transition from construction to operational use.

Chain Link Fencing

A cost-effective permanent option for lower-security applications. Chain link is quick to install and adapts well to uneven terrain. However, it offers lower security than welded mesh panels and is easier to climb or cut. Best suited for boundary marking rather than serious security applications.

  • End use: If permanent fencing will be needed after construction, install it at the start to avoid double costs.
